An action tag is a short lived note tag. They are particularly useful in a dynamic note-taking system, where notes are constantly evolving and the digital garden is constantly growing.

The reality is that we don't always have big blocks of time when concentration is needed: interruptions from emergencies, scheduled events, important ad-hoc activities, etc. These activities shift our attention and we may forget where we were before them. Thus I take a do-it-later approach on note taking. Whenever there is an activity, I create a checkpoint with the actions I want to take on the note I'm working on using action tags inline. Once I complete the action or later I consider the action is not applicable anymore, I delete the action tag.
